I think it is okay to use the photo with credit to them since it was used by Weather Underground. But this is only my thoughts on the subject. I would contact Weather Underground for more information if you require it.

If you are referring to the lightning strike photo, it comes from The Weather Channel and they source it as Twitter/PKandDK.
